not sure about the first effect, and once again you have 2 effects, I'm sure you'll have more than just 6 on the MS cost.

that is strategic, if you have one strategic and one meditant, you will have more than just 10 for the MS Cost.

The way he says it, it would be a one turn thing, yet it seems continuous. Raiden I suggest you put a turn limit on it and make it Continuous.
